Project Objectives, Features, & Benefits
By reconnecting downtown to the riverfront, Bridging I-5 seeks to reclaim much of what was lost when the freeway was constructed. The project also promises to bring significant benefits to the city, both in terms of economic development potential and infrastructure and mobility improvement.
From the outset, the Bridging I-5 team’s primary mission was to identify the best approaches for reconnection while also examining appropriate uses for any land area created by decking over the freeway.
As part of the initial planning and visioning process, the Bridging I-5 team was tasked with developing a set of core project objectives and key features that would help guide future planning. After much consultation and conversation with the community during the project visioning and outreach process, the following objectives and key features were compiled and then approved by the City Council in March 2004.
Project Objectives
- Regain access to the Sacramento River and reconnect downtown to the waterfront
- Create a balance of land uses (including parks) that are active, vibrant, safe, and compatible with surrounding uses
- Create economic opportunity (i.e., private investment)
- Mitigate the negative impacts of the freeway (e.g., air quality, noise, blight)
- Consider implementing the project in phases, if necessary
